What is the best way to prepare potato starch just before making the mixture for JMS?

I have tried a few methods, but starch clumps always form, and they do not dissolve when mixed with the water for the JMS.

I tried the following:

- I boiled the water first and then added the starch: the result was starch clumps.

- I mixed the starch with the water and then boiled the solution: the result was also starch clumps.

What is the ideal duration—from start to finish—for preparing the potato starch, so that it is ready to be used immediately for making JMS?
