I tried making JMS+Decyl Glucoside but got no effect on insects.

Process of making:

In a 20L bucket, i collected about 12L of rain water then for JMS i used Potato + home made compost(as no leaf mold access)+ Salt. Temperature in my area is around 29C. After about 20 hours, foam covered whole bucket surface then after transferring JMS into another bucket, i added 24ml of Decyl and sprayed. And it showed no effect.

So is it that i must use leaf mold and not home made compost? What is missing?
