Liquid fertilizer

This is an odd question. Would it be safe to make a fish or seaweed liquid fertilizer and wait until it is properly broken down, then flash dehydrate it and put the powder into capsules. Would that be safe or beneficial to humans? Or is it not worth the effort? Theoretically it would be pre-digested using JADAM fertilizer method and be more bioavaliable.
