Bell pepper disease and Jadam sulfur

I found this disease in my bell pepper plants and plants were broken down from that place. It appeared as a green liquid on stem then turned blackish colour as in photo. Our area experts said that is due to bacteria. They suggested mancozeb and metalexyl fungicide as a treatment. What is that disease? How can I solve this problem with Jadam sulfur or any other solution? Thank you.
