How to read the Dilution Ratio Table

I don't understand how the dilution ratio table in the attached photo should be read.
Example in the JLF of grass is given in the chapter of the book in the table this is reported (Dilution ratio 20~300) How do I use the table in this? What is the relationship between water and pure JLF?
