How to rid flea beetle using Jadam

i have used jwa & js to control flea bettle but not very successful. can you guide me?
Thanks.
Do I need to make JWA or JS with soft water, with pH 7?
my water source is pH 4.5
Also does soft water need to be pH 7 to spray JWA & JS?
