Controlling JMS dilution

How do you control the dilution rate of JMS. Do you add to a large tank with correct amount of water or is there a way to meter the correct amount as it is used. The picture of the irrigation system seems to show the JMS or the JLF being dispensed into the water line from the large tank. If it is I am not sure how you control the dilution rate. Thanks
