Has anybody tried the 2-3kg of leaf mold soil in a gunnysack idea for a pond installation?

Im working on a pond that is between 5k-6k L. It has a pump that transfers water to waterfall. The bottom has 1ft of river rocks. I thought I could give my client an alternative to the chlorine tablets he's using.

Would you think the gunnysack is better under the rocks or in the waterfall section?
