Usage of Water on land size

I'm Kam from Malaysia.
I recently bought and reading the book of JADAM.
I am a little confused on the explanation of use of water in page. 161. where it mentioned 1000L water for 1/4 ac and also 3000L water for 1/4 ac. please refer to the attachment.
