How to read the Dilution Ratio Table

HI!
I don't understand how the dilution ratio table in the attached photo should be read.
Example in the JLF of grass is given in the chapter of the book in the table this is reported (Dilution ratio 20~300) How do I use the table in this? What is the relationship between water and pure JLF?

    There are several errors in this table. sorry.

    The first vertical line on the left is the standard amount. The first line at the top is the dilution factor.
    For example, if diluted 100 times based on 100L, it becomes 1,000cc (ml).
