Do these quantities look ok?    300 ml of JWA
                                                   40 ml JS
                                                    50 g  NaOH      
                                                    Water to make 20 L total pesticide.  Does this need to be soft water?  Can this be stored for later use after mixed?

    Yes. good. Please use NaOH several times in emergency situations. By increasing the amount of JWA, you can enjoy a strong insecticidal effect. For thrips, which is the most difficult to control, increasing the JWA to 600-800 ml will greatly increase the insecticidal effect. Water is definitely soft water.
