The only form of potassium hydroxide (KOH) I can obtain in my country is 98-99% pure, while the recipe you mention is for 90% KOH.
What is the amount of water and canola oil to use in order to make JWA with 98-99% pure KOH?

Potassium Chloride is readily available to anyone with enough time. Potassium actually is derived from the source, Pot-Ash... YouTube has several videos but essentially you will run water through ashes (hardwood is best) multiple times... alkalinity tests will show the water becoming more acidic (IIRC) you then boil the water down and a residue will be left on the pot... pot ash :D
