Mosaic virus in papaya

I have contacted my local authorities they said its mosaic virus and cannot be treated. I am afraid 90% of plants are like this. 
As an earlier post reference Should we use 1kg of naoh for making 500liters of pesticides?

    If it is a mosaic virus, JS+JWA can prevent the spread. There is no need to add NaOH.
