How do I use Jms preserved with wheat bran?

Hi!
How can I use Jms preserved with wheat bran? Can I make it back in liquid form as a foliar spray? I cannot find how to do this in the book.

    It is generally spread on the soil. If you want to make it into a liquid microorganism, use this as the microbial source and run the JMS process.
