Rock mulch on trees

I noticed my school has rock mulch and it tend to hold a lot of water. Will this method work on fruit trees and do you think I still need add cover crop with this method?

    It is best to let the leaves of the tree continue to accumulate in the soil. Fallen leaves provide optimal nutrition for the fruit tree.
