For all grass, including ryegrass, the most nutritious period is when the ear appears and the flower has not opened yet. That is when the plant is also most easily digested. This is what should be fed to the animals. 
 
Common mistake is cutting grass after flowering and fruiting to increase the bulk. This is not a good method. If ryegrass gets wet, undesirable microbes flourish and kill the lactic acid bacteria. When cows eat this, they can get diarrhea, and calves can even die.
